After creating this new site, I tried to install the jus css3 menu. There was an error (which I could not read, it was just a red box with nothing in it.
I found that there was a module for the menu present, and that I can sort of use it. But there is no tab in the menu items to configure JUX CSS3 Mega Menu. Should there be a tab for this, like there was back in the J3 version?

I have checked your site and found the issue with the System - JUX CSS3 Mega Menu Framework plugin.
After install that plugin, now you can see the config at the menu item.
Please recheck it.
