Mouse Scrolling not working in IE11

I have the same problem as described in the other post 2 weeks ago on several websites ...
Is it possible to fix myself? Can you tell me, what is to do?

$document->addScript(JUri::base(true) . '/modules/mod_jux_megamenucss3/assets/js/SmoothScroll.js');
