Adjusting colours for text and background

Hi,
is there a way to modify / change the colours of text? By this i mean not just adjust thwe colour of text, but also how links appear and how they appear on mouse over.

Similar to this, can i modify the text to my liking (i.e. change font, size etc)?

Also is there a way to change the background colour of menu and sub-menus?
