Where do I add "SameSite=None; Secure"?

I cannot get it to work in the htaccess root without breaking the site.

All apps with social media cookies stopped working.

Example htaccess:
Header always edit Set-Cookie (.*) "$1; SameSite=None; Secure"

Explained here:

Chrome's Changes Could Break Your App: Prepare for SameSite Cookie Updates

Common use cases: Auditing your cookie usage

Chrome, Firefox, Edge, and other browsers will also change their default cookie behavior to the following:
  1. Cookies without a SameSite attribute will be treated as SameSite=Lax (See variants below), meaning all cookies will be restricted to first-party context only. If you need third-party access, you will need to update your cookies
  2. Cookies needing third-party access must specify SameSite=None; Secure to enable access.
